In their annual retained list, the Blues revealed that they have given both full-backs the chance to extend their stay at Fratton Park.
Their current deals are set to expire this summer.
Ogilvie, 30, has been at Pompey since 2021 and has gone on to make 196 appearances, while Swanson, 25, has played 111 times since joining from Arsenal in 2022.
Portsmouth also confirmed that four players would be leaving when their deals expire this summer, including goalkeeper Jordan Archer, plus youngsters Harry Clout and Reuben Swann.
The fourth, midfielder Andre Dozzell, was offered the chance to stay but recently rejected a new deal in favour of a move to MLS side DC United.
Club captain Marlon Pack, 35, signed a new one-year contract last week.
Portsmouth's six loan players - Aji Alese, Millenic Alli, Florian Bianchini, Jacob Brown, Gustavo Caballero and Conor Chaplin - will all return to their respective parent clubs.
Pompey sealed their place in the Championship for a third successive season by finishing 18th in the table, eight points clear of the bottom three.
